BOARD OF COMMISSIONERS

 

Cattewater Harbour Commissioners exist by Act of Parliament as the navigation and conservancy authority for the Cattewater Harbour as well as the civil pilotage authority for the Port of Plymouth


The board consists of 10 Commissioners.  Board members are selected for their expertise in areas appropriate to the management of the harbour.  These include, but are not limited to:    Shipping/Fishing/Cargo, Commerce, Finance, Health & Safety, Maritime Leisure Activities, Community Issues, Environment.

R.J. Love
Chairman

 

ROBIN LOVE joined the Board of Commissioners in 1973. 

 

He is now retired but was previously Managing Director of Cattedown Wharves Ltd. where he was employed for some forty-four years and held several Port appointments during that period. 

 

Prior to becoming Chairman, he served on the board of the Cattewater Harbour Commissioners as Deputy Chairman for thirteen years. 

 

Robin is a keen golfer in his spare time.  He was captain of Staddon Heights Golf Club in 1998 and is also a past President of the club.

 

 

 

  

 

 

 

 

 

J. A. Samuel

Deputy Chairman

 

Tony Samuel joined the Board of Commissioners in 1996.

He is a Chartered Accountant and Shipbroker and has recently retired following a career as Managing Director of W. D. Tamlyn & Co., an independent shipping agency in Plymouth.

He is a keen sailor with his own yacht, and is an active Rotarian.

He is Vice-Consul for The Netherlands and Consul for Finland, assisting their nationals in the South West.

He previously served on the harbour board at Fowey for 20 years.

  

  

 

 

 

 

 

 

T. Cross

Commissioner

 

TIM CROSS joined the Board of the Commissioners in 2007.

 

Tim is the Water Sports Development Officer at the University of Plymouth, additionally, he is a RYA Region Club Coach for Plymouth and International Water Sports Instructor Trainer.  Formerly he was the Water Sports Manager at the Mount Batten Centre.  

 

Tim has 20 years working knowledge of the marine leisure industry and also participates in a variety of water and wind sports in his leisure time.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

D. Petherbridge

Commissioner

 

DAVE PETHERBRIDGE joined the Commissioners in 2008

 

Currently Managing Director of Cattedown Wharves Ltd., David took up the role in March 2008.

 

David has worked within the Plymouth shipping industry for 24 years.   Previous employment includes shipping agency and wharf management.

 

David's interests include playing in the Devon Cricket league and he is also an ECB coach. He has been a member of the Cornwood Cricket Club for 22 years and serves on their committee.

  

 

 

 

 

 

 

 

 

 

G. Hicks

Commissioner

 

GRAHAM HICKS Joined the Board of Commissioners in 1995.

 

He is currently Quarry Manager at Graystone Quarry, a  Bardon Aggregates facility located near Launceston.

  

Bardon Aggregates operate a vessel loading / unloading facility at Pomphlett.

 

Graham has worked in the minerals industry for 32 years and has operated quality environmental management and health and safety management systems.

 

 

 

 

 

 

  

 

 

 

 

Cdr. Carl Necker, RN – QHM

Commissioner

 

CDR. CARL NECKER joined the Board of Commissioners in January 2011, on his appointment as Queen’s Harbour Master, Plymouth.

 

Firmly committed to the local maritime scene, he is Chairman of both the Tamar Estuaries Consultative Forum, and the Port of Plymouth Marine Liaison Committee.

  

  

 

 

 

 

 

 

G. Ede

Commissioner

 

GEOFFREY EDE Joined the Board of Commissioners in 2007.

 

Geoffrey is a businessman with an  extensive maritime background  and  previously served as a commissioned officer with the Royal Australian Navy and as Master with the Australian Merchant Marine.

  

Managerial roles have included Operations Director, Chief Executive and Managing Director in a number of companies involved in conventional and passenger related businesses. Previous responsibilities include the managing of ports, tourism related activities and retail within the shipping sector.

 

 

  

 

 

 

 

 

 

 

 

 

 

Cllr. Mrs J. Nelder

Commissioner

 

JEAN NELDER was first appointed as a member of the Cattewater Harbour Commissioners in 1995.

 

Councillor Jean Nelder has been a Plymouth City Councillor since 1987 and was until recently a Cabinet Member with Portfolio for Strategic Planning Policy including special responsibility for the Regeneration of the East End of the city.

 

Jean has held a number of positions as City Councillor including Chairman of Planning, Director of Plymouth Development Corporation from 1993 to 1998, Director (Vice Chairman) of Single Regeneration Board to which Jean was appointed in 1998.

   

 

 

 

 

 

 

 

Cllr. G. Wheeler

Commissioner

 

GEORGE WHEELER re-joined the Board of the Cattewater Harbour Commissioners in 2007.

 

Councillor George Wheeler has been a Plymouth City Councillor since 1989 and is a member of the planning committee.  Until recently he chaired the council's transport committee and he has represented the Council on the Tamar Estuaries Consultative Forum. 

 

He is experienced in regional planning and transport issues and is an advocate for short sea shipping.

  

 

 

 

 

Capt. T.W. Charlesworth F.N.I.

Harbour Master & Chief Executive

 

CAPTAIN TIM CHARLESWORTH joined the Board of Commissioners in November 2005.

 

He was appointed Harbour Master in 1997 and has responsibility for the port's civilian  Pilotage Service. 

 

Tim served at sea for 26 years, 11 years of which was as Master. 

He is a member of many of the various port committees and an active member of the Nautical Institute.  He was elected to the British Ports Association Council in April 2011.
